what is the mimnimum size I could use for Mint?

I think you're better off following the LFS documentation for how much space you might need for compilation and dependencies.
I'm also Terminalforlife on GitHub.

That was not my question but I was thinking incorrectly anyways so the question is moot.

YES - it will indeed fit onto an DVD
as for the best size, to fit the LinuxMint Installation,
then you will need at least 50Gb of Free Space,
but, the more you can give, the better . . .

An 'out of the box' install of LM19.3 (only 'bare' system to hand) will use about 9GB. How much more to allocate depends on what you need to do.
