Why my linux partition is unallocated in windows 10 ?

Windows can't read Linux partitions without extra software. Assuming you installed Linux on an Ext4 partition then https://github.com/mregmi/ext2read is a GUI tool that should help. Another way would be to use WSL-2 and mount the drive using that, however, it would require a lot more work and the learning curve would be higher.

Yes windows does not recognize foreign filesystems.
If you play with partitions you should have a backup and since you have mint installed play through linux and do not install anything on windows.
