When you update a kernel.
The older one is still installed, just not "Active"
If you go to View on the Update Manager you will find "Linux Kernels", here you can see all installed Kernels.
You will find 5.4 as well as the 5.11 one.
It is a good idea to keep the older kernel on the system for fallback reasons.
You can update the 5.4 kernel if you want.

I'm guessing that update has been available to you for some time ? Anyway,
Linux Kernel 5.4 is a LTS kernel (long term support) supported till 2025.
Kernel 5.11 is not LTS,
EDIT, my bad 5.11 is not end of life, even though there are many sources on web that say it is...confusing.

Note; Ubuntu kernel series 5.11 has not reached EOL; that series will be supported until February 2022. The above "9to5linux" link speaks of upstream, kernel.org kernels and there's no or at best an almost accidental relation between "Upstream-LTS" and "Ubuntu-LTS".

FWIW I agree it sucks --- but Ubuntu has a very fixed 6-month release schedule, 2-year LTS schedule, which at best by accident synchronizes with any upstream kernel.org schedule. Ubuntu has the resources to itself support a kernel series and e.g. backport fixes from later upstream kernel series so they basically "do their own thing" --- and to be honest, historically kernel.org "LTS" kernels weren't a thing at all. Frankly I believe that to this day they serve mostly to confuse the issue...
