I got Linux Mint 20.2 Cinnamon tweaked looking and functioning perfectly at last on my desktop. How do I copy that setup to my desktop?
I can imagine it involves some backing up and restoring (Timeshift? Aptik?)

I would use Clonezilla to clone the HDD. This will only work if the new box has a HDD that is at least as large as the one you're moving from. After you complete, you may need to use GParted to expand the partitions to use all available space. This also assumes that you are moving from BIOS->BIOS, or UEFI->UEFI. Mixed transfers need a different approach.
The other choice, and certainly the preferred one, is to simply do a fresh install on the new box and then copy your home folder over. Of course, this won't port all of your settings and tweaks.

the desktop has the same release as what you have tweaked,
all you need is Aptik

If you want something a bit more user friendly than clonezilla, try foxclone. There is a comprehensive user guide you can download.

I was humming along until I saw that they want $25 for this. Hmm... I don't think so. It's just not that hard. And it doesn't look like it backs up and restores system settings... only user settings. Or am I wrong?

if you use it to replicate the same OS to another PC, it totally duplicates everything, including System Settings.
I can't say about using it to upgrade from 19.3 to 20.2 ( both Cinnamon ),
but every appears to be working in 20.2 like it does in 19.3
