system>preferences>hardware>displays
What your screen resolution set to?
Try changing the screen resolution.

1. Where is system > preferences in MINT?
2. Resolution is set to 1366x768 and changing it is making it worse.

Are you talking a Desktop computer with a separate monitor or a laptop? Which desktop and which menu are you using? You need to give more information.
I use Mate and the classic menu and it is just as I indicated. If nothing else just add the classic menu to your panel, you can always delete it later. There should be multiple settings (40+) you can try and either keep or revert to your original setting. I keep mine at 1360x768, which isn't very different from your setting but I like my screen a bit larger than most defaults (I am older with glasses). Have you checked your BIOS to see if there is any display setting there? Otherwise you need help from someone else with more expertise than I have.

No one can say what's going on without some useful system info. Copy/paste the text output of inxi -Fxxxrz run in the terminal.

Thank you everyone for your answers, It turned out that I had set User Interface Scaling to double(HiDPI) by mistake.
But is there any shortcut key for it because I don't remember changing it from the settings.
