So during boot at least daily, or maybe each boot, the boot is delayed by around 10 seconds, and looks like fsck checks are run for no reason. I didn't change any fsck settings, only upgraded to mint 20.3 and installed snap recently (but not sure if that's the issue)
I've read that it may be related to mismatch of volume UUIDs, but unless I missed something there is no mismatch in fstab and blkid

Well, I've found the issue myself.
To anyone wondering: it was actually snap indeed. It registered 4 loopback devices and fsck ran on each of them separately
I managed to find a way to run a snap app, basically via unpacking the .snap file and running binary directly.
