ReiserFS was used for several years on Linspire OS.
It is still an option with SimplyMEPIS.
But ReiserFS is no longer supported, and its developers are no longer active.
Ext4 is similar, but is somewhat improved. All my Linux systems now use Ext4 .

goto this site and you will see the Linux Mint users guide and it should be pretty clear on install instructions for you. if you have any questions feel free to return and ask. Lots of help here for you. I use EXT4 as my filing system.

What version of Mint are you trying to install.
Does your machine have the minimum requirements for the version you are installing.
Is it a Desktop or Laptop,
Have you run a memory check.
Are you sure your hardware is all functioning how it should be.
Are you a Medicine Man casting a spell upon us all

It exceeds them, yes.
It's a laptop.
I have not.
I know it's not. But I wasn't having these kinds of problems before I replaced my hard drive.

its hard to believe that using an old filesystem causes so much havoc on a machine.
