Ping requests Hot Spot vs Home Network

This is my issue. When i send the ping command from my mobile hot spot i get 100% packet loss but when i send the command from my wireless home network all the packets go through fine. Could it be an issue with the way that my hot spot is configured? Also in the syntax of the ping command there is [-LRUbdfnqrvVaAB]. What is this part of the command?

With a little investigation and recollection I have solved this problem,temporarily. I remembered that I had port filtering enabled on the hot spot. When i disabled port filtering the packets went through with 0% packet loss. Now I will need to figure out how to filter my ports as a security measure and still have access to the ping utility. Thanks for the views you all.
