Terminal permission denied

I am attempting to modify the permissions of a folder. I am using the command given by the VirtualBox Guide, and I keep getting "Operation not permitted" messages.

These are the commands I attempted

groupadd vboxusers
chgrp vboxusers /dev/vboxdrv
chmod 660 /dev/vboxdrv
~ altdas

try beginning those commands with sudo.
