I would like to know how can I change the date format on the working panel in Linux Mint 17.2 Rafaela Mate edition
from MM/DD/YY to DD/MM/YY?

In case you run Mint 17.2 Mate edition:
1. from the terminal install dconf-editor ( manager for some desktop settings on Mate )
2. open dconf-editor and go to org >> mate >> panel >> objects >> object 2 >> prefs
3. click on prefs
4. in the field 'format' type 'custom'
5. in the field 'custom format' type the format of the date you want ( for example %H:%M %a %d.%m.%Y )
6. enjoy it
... of course for more detailed and advanced settings for your desktop you can use Conky manager, also.
