Weird problem. Wifi unavailable after reboot.
I installed Mint 18.1 Cinnamon on my HP 655 laptop. When I do a cold boot wireless networks show up and the laptop connects automatically to my home network just like it should. The problem is if I reboot the system I get "no wireless networks are available", or something to that effect.
I have been trying to find the exact hardware specs, it is the model with the E1 processor and realtek Ethernet.It would be nice to figure this out.

Googling "Ralink RT3290 Wireless unavailable after reboot" turns up may reports of similar sounding issues. One recurring mention is it may go into airplane mode by itself. I think you can check with command
rfkill list
what current status is. I'd check the output of that command after cold boot (i.e., after power on) and after warm boot (i.e., after reboot).Re: Weird problem.

Shutdown and do a cold boot, then try the reboot
See if it makes things work correctly once again

Oddly the problem did not exist with Manjaro, however other things were wrong there. The problem only occurs with the Ubuntu 16.04 base, (Mint 18.1). I have tried newer kernels with the same results. The problem also did not occur with Mint 17 using the Ubuntu 14.04 base.

I would have you file a bug report and have Clem upstream it to ubuntu. Your first script results showed an error I thought was related to power management being enabled
But the non working results reminded me of chili555's answer on ubuntuforums

Have you tried another network manager? Only a thought but are plenty of others with or w/o gui frontends. Generally keep network-manager as is on Mint and had no probs, use ceni on Deb Jessie, also no probs.

Between the two, actually prefer ceni. Not hard to work with and as light as you get pretty much but am by no means a Nix wireless networking guru.
