When is Mint 18.2 and 18.3 due?
There is no estimation of mint 18.2 and 18.3 so far.
Or did I miss it somehow?

18.1 has been released barely 2 months ago. New releases are done about every 6 months so you can estimate the next releases from that.

Mint 18.2 will be released when it is ready. And some time after that, when 18.3 is ready, it will be released. If you are eager for updates, perhaps you would be happier running a different distro like Debian Sid, which always the latest software available (for better or worse).

Why only do I get the impression that asking for the Linux Mint roadmap is frowned upon?

I will gladly wait for ver 18.2 and 18.3 whenever they come along. Just couldnt help enqiuring about the availabilty of version 18.2 and 18.3.

While Ubuntu has the amount of employed developers to make it possible to have fixed release dates, the development team of Linux Mint is too small for that. But they always try to make the Mint release follow the underlying Ubuntu (point) release as quickly as possible; usually within a month or two.
Note that even though the LTS point releases of Ubuntu (e.g. 16.04.2) have a set release date too, that date is often postponed. The only release dates that Ubuntu never postpones, are those of the major releases (well, at least since Ubuntu 6.06 Dapper Drake, which was originally planned to be released in April and not in June).

My plan: roll with Mint 17.3 Mate till after April 2019 end of support. Then upgrade to a 19.2 in June 2019. Github is not a forum. The Roadmap is essentially clem's list of things he would like to see done. It also shows things that have been done that maybe weren't part of the original "wishlist" for the next version. It's put up on github for the benefit of devs looking for projects to work on, as a convenient list of things that have been done, and so people who want to can see that for themselves in one place. Questions like this one are exactly the reason we don't allow opening issues.

Are there roadmaps for the Ubuntu and Debian releases behind Linux Mint? They might help us understand more about what will be in the next release.
I ask because LM 18.1 has an issue that is fixed by updating the Linux kernel from 4.4 to 4.8. I have not found out how that will flow through to Linux Mint. If it is in something like 18.3, I will wait. If it is in something like Ubuntu 25 and therefore in Linux Mint 27, I may have to update the kernel outside of LM. Whenre can we look to find out what will flow into the next few relases of LM?

Kernel 4.8 is already available on Linux Mint 18.x. Just open View > Linux kernels from Update Manager's menu and you can install it from there. very likely Linux Mint 18.2 will use this kernel by default. You can see future kernel versions for the Ubuntu 16.04 package base used by Linux Mint 18.x here https://wiki.ubuntu.com/Kernel/LTSEnabl ... el_Support. Right now the plans are "TBD" for the future
Linux Mint 19 due mid 2018 will be the first to switch to a new package base; Ubuntu 18.04. I don't know of a roadmap for that yet.
Debian 9 is currently in testing freeze with likely a final release in next few months. The draft release notes, which has a chapter on what's new, are found on https://www.debian.org/releases/stretch/releasenotes. An eventual LMDE 3 would be based on this.
