Typically there's more, including an entry for the Ethernet card. So that looks like you provided a summary of what you thought was the pertinent information. If that was all from iwconfig, I apologize.
However, you have still not provided the results of inxi -Fxz.
I realize that this is frustrating for you.
BTW, looking at the manual for the Dell Inspiron 6400,(did I miss that from earlier posts, the inxi provides that info) it appears that it has a feature to enable/disable WiFi. Fn+F2
You may have tried that already, but you would be surprised how many times I have run into the WiFi being turned off by an Fn or hardware button being the problem.
There are several possibilities that the WiFi card may be on that model. Including Broadcom. I have an old Dell Latitude in my collection and it took quite a bit getting the drivers for the Broadcom to work properly. Broadcom, especially the older ones, don't like to play nice with Linux.
If you look in system settings > Driver Manager there will be several choices for the B43xx Broadcom if you have one.
However, if indeed you have an old B43xx Broadcom then using an external WiFi adapter may be your best choice.

Interesting! I am running LM 18.2 on a Dell 1525. Also, I have a Dell Inspiron 6400 running Windows 10 Pro. There is a wi-fi indicator on the 6400 beside the power switch. Is that on?

The 6400 does not have a wi-fi hardware switch and wi-fi is switched on and off by the Fn-F2 key combination (the 1525 has a h/w switch but no indicator).

But again, I encourage you to open a terminal and run the

Not me, I like results from lspci -nnk | grep -iA3 net; rfkill list all to start and that tells me what the vendor and product ID are for the wifi if it is a PCI and it tells me if it is blocked. If it gets more difficult than that I ask for results from the wireless script link in my signature as it was developed with the help of some of my friends on ubuntuforums- the script isn't perfect but they are trying to make it that way. I don't care for inxi info for wireless issues as it doesn't tell me the vendor or product ID of the chipset. After loading this 18.2 there is no light on. However, there was a light on for the Beta version?

I have a laptop with the BCM4311 in it. It is a slow POS and was a major PITA to get working.
Whenever I need to use that laptop I plug in a TP-LINK tl-wn722n to use instead.
