software-properties-gtk does not work with Felicia, although it does with Elyssa.
As for choosing repository mirror servers in Mint, you simply have to do it manually. Meaning choose your preferred mirror server from this list or this one, add it to your sources.list and comment out the default ones.
Unless someone has a better idea, that is about all you can do.
