Microsoft is taking another stab at ARM-based laptops/tablets and it may work out this time. They are touting 20 hour battery life. Would love to have Mint on 20 hour laptop. Any chance that Mint will be ARM-based in not-too-distant future and able to install on Windows ARM laptops?

I haven't heard anything about an ARM port in the works, and I doubt there is any plan to do that anytime soon. Remember, ARM chips were purposely designed to be very small, power-sipping and slow, to be used in mobile devices that have to be fanless, very thin, lightweight, small-screened, battery-powered and wirelessly connected for Internet.
... Intel and AMD chips and desktops/laptops are not so limited.
Power-users should avoid these "crippled" and power-sipping ARM-based Win 10 S 2-in-1 tablets, ie they are mostly meant for casual users and school-kids. Starting price is a high of US$599.
The extra emulation layer needed to run Win 10 and Win32/x-86 software will likely cause some lag in these ARM-based systems.
Even though they can connect via 3G/LTE cellular, such cellular data consumption is quite expensive compared to Wifi data.
... In comparison, the very affordable 3G Android 2-in-1 tablets can even make cellular calls like smartphones.

Agree but these will be useful for those who just web browse, use web-based apps and maybe Office apps. The 20 hour life for less computing power is a good tradeoff for many. As a power users, I often just need a portable web machine.

Raspberry Pi computers run Debian based Linux and can be inserted in laptop style cases. You then add any size battery you like.
The display uses most of the power. OLED uses less power than LCD when displaying dark colours. Run an OLED machine with a dark theme. look for OLED.
