where is ~/.themes located ?

Well it's located where you write unless it does not exist in XFCE

you have to mark show hidden files in the view tab or you won't see it.

It's not made by default.
to make the folder you can just right click create folder in your home.
Make sure to have the period in front .themes
In Linux Mint 7 XFCE CE I'll make it so it's already created on login.
You can also add theme to /usr/share/themes so all users can use them.
The themes that work for xfce is xfwm and gtk.
