Window opening priority

Is there any way to make the window priority in Cinnamon similar to windows7?

For example, if I'm using the terminal and open a browser that takes some time load when it's done it comes into focus.
I would like to make it go to the background like in windows.

PS. The setting "prevent focus stealing" doesn't seem to solve this.

I'm using a few different systems depending on the hardware. Mostly Mint 17.2 and 18.1/18.3
