Uninstall flatpak, then

sudo add-apt-repository ppa:alexlarsson/flatpak
sudo apt update
sudo apt install flatpak

No need to uninstall flatpak first. Just run the two first commands as given by @Catweazel and then update flatpak through Update Manager.
Uninstalling flatpak will remove mintinstall (Software Manager) as well which won't get installed automatically when you install the new version of flatpak. You have to deal with that separately.
