The Flatpak version on Mint 18.3 is 0.10.0.

The latest version of Flatpak, however, is 0.11.0 and includes a search command.

Uninstall flatpak, then

sudo add-apt-repository ppa:alexlarsson/flatpak
sudo apt update
sudo apt install flatpak

That will install 0.11.3.

No need to uninstall flatpak first. Just run the two first commands as given by @Catweazel and then update flatpak through Update Manager.
Uninstalling flatpak will remove mintinstall (Software Manager) as well which won't get installed automatically when you install the new version of flatpak. You have to deal with that separately.
