I get a warning about my Hard Disk temperature and I would like to know if Linux Mint controls the CPU fan??

recheck disk health with GSmartControl
that tool you are using "gnome-disks" often gives false reports. Gnome has failed to fix it for years.

I don't know what might be wrong with your disk, but the TEMP shown of 82 F is not hot.
What does the SMART DATA say about the disk ?

If the Reallocated Sectors Count is correct, this hard drive is averaging approximately 1.79 bad sectors per day which are then being flagged as "damaged" and being reallocated. If this is the case, the drive is about to catastrophically fail.
I would immediately back up any important data and then do as sdibaja suggested by rechecking the drive with GSmartControl.

from what Ive read the proper temp for a hard drive is 25C-45C . I have a smaller desktop that in the summer runs about 45C-50C ...thats HOT but its got 16,500 hours on it!, so Im not sure how much heat has to do with it.

I have a dual boot system Windows XP Pro and Linux MInt 18.1 Xfce
I download GSmartControl on the Windows partition and the GSmartControl program indicated the hard drive is bad and will fail....
Apparently the Hard drive temperature is not the problem..
I need to find another hard drive or a SSD...

sorry for the bad news. Now comes the time work on your backups and reinstall plan.
for a laptop I recommend a SSD. less heat generated, less power consumption for longer battery life, and it will survive a fall to the floor.

I'll second that! Just replaced a dodgy drive in my lappie with a SSD, Only time I'll purchase a HDD from now on will be for backup,
