I might be wrong but I believe it's a tool for checking over the .iso file to make that you have downloaded/burned it to a CD so that you don't have any errors when installing.

I didn't know about this when I installed Linux Mint and my version works fine, I'd imagine that it is advisable to use this though to prevent any problems that might occur.
