My guess? Power Saving feature drops your cpu power when it is not required.

This output shows the speed each core is running at that moment. Most CPUs run at variable speeds for saving energy and to keep itself cooler.

My CPU is rated 2.5 GHz, but that is it's maximum rate. If all cores ran at max all the time, my CPU would have burned out long ago.
