Hello
I have a 3930k, 32GB RAM, SSD, NVidia 1050 Ti.
When using the 390.48 driver the Cinnamon process can occupy 70+ percent of the CPU. This happens every 3 seconds and locks the system for half a second or so. Below are two Top screenshots, the 1st showing Cinnamon with the NVidia driver loaded, the second with the xserver driver. Any thoughts?

Same here under Xfce mint 19 with the same driver , but only when playing a game like borderlands or overload.

try running nvidias installer for the 390.67 version
first download the version from nvidia's website, put it somewhere, and make it executable
now log out, press ctrl+alt+f1 to enter terminal mode, and then log in from the terminal. type to stop the display manager, and then run the installer
that should install nvidia's newer driver which may or may not fix the bug
after the installer is finished, reboot your computer with
