So, Dell laptops have a hardware option to disable the keyboard, but said option is only effective once a kernel (Linux, Windows, or otherwise) has booted, and not prior (GRUB, BIOS setup, or otherwise).

I'm having a similar problem on a Dell XPS 15.

Everything has been fine for years, I hadn't applied any updates recently that could interfere, but suddenly my laptop froze and when I restarted it I couldn't use either the built in keyboard or a USB keyboard. Both work on the grub/BIOS screens, or USB live sessions.

I couldn't follow how you managed to fix it, it seems like the same fault. Holding F8 doesn't do anything for me.

Is there any thing I can edit in the system files, or grub command line, that will bring back the keyboard? It's a total mystery to me and very frustrating.

I tried posting few minutes ago noting that I have the same problem, but my post was disapproved. I don't agree with the decision, but nevermind.
However, I'm posting again because I resolved the issue, so I thought I'd leave a solution. What I did was:

sudo apt-get install xserver-xorg-input-all

I believe I had it installed before, but somehow it fixed the issue and after rebooting I got my keyboard working again!
