How do you fix jumping cursor

How do you fix jumping cursor

I'm using LM 19 XFCE and have to annoying jumping cursor problem. I disabled the touch pad thinking that was the problem but made no difference. Anyone know a fix?

Do you get same problem with using Live USB/DVD?

I get the same problem with mint 19 cinamon and it's driving me nuts.
