Hi,
How come the Flatpak version in Linux Mint 19.1 is 1.0.8 while in Linux Mint 18.3 we have the latest (If I remember - 1.4.x)?
Could anyone fix that?

You must have installed the Flatpak PPA.

I don't remember doing so yet I might have.
Any reason we don't have newer version on Mint?
Re: Flatpak Version in Linux Mint 19.1 Repositories
...i assume because under 19.x such gets pulled from Canonical's repos? 1.0.8 as you said...
https://packages.ubuntu.com/bionic-updates/flatpak
In Mint 18.3 it's pulled from LinuxMint repos instead...
