Linux OS bootable USB

Since update this week, unable to boot Windows 10 (Dell Precision M8600, Windows 10 Pro Version 1803, OS 10.0.17134.885...). Downloaded Media Creation Tool to USB but unable to fix, replace, repair, etc. Windows will not boot at all no Safe Mode! and files are not backedup.
Having issues creating bootable USB Kali Linux. Link https://cdimage.kali.org/kali-2019.2/ka ... -amd64.iso downloading failure which keeps adding to the 'opening timeframe' Is there another link?

You should contact the Kali site and Microsoft Windows for help with that.
All things go better with Mint. Mint julep, mint jelly, mint gum, candy mints, pillow mints, peppermint, chocolate mints, spearmint,....

This is not the forum to ask about Windows 10 problems or Kali Linux problems since this forum is for Linux Mint and on some occasions, (in the "Chat About Linux" section of the LM Forums), Linux OSs that happen to be "Canonical" maintained Ubuntu/Debian based systems. (Kali Linux is a Debian-derived Linux distribution designed for digital forensics and penetration testing. It is maintained and funded by Offensive Security Ltd.)

Most Kali users would/should already have the knowledge to resolve these type of problems, Kali Linux is not for beginners.
