install 19.3 from commandline

I tried to do a USB install but my usb keyboard is not recognized during the install. The menu said "install" so I just left it there. But after 10 seconds, instead of going into installation mode, my computer just keeps rebooting continuously.

In Update Manager, I do not see any Upgrade option. I am sure I got all the packages installed. I am using 19.2 right now.

I think the best solution is to upgrade to 19.3 by commandline. The problem is that everyone seems to have his own explanation on how to do this, all the explanations are not consistent and they dont seem to differentiate betwenn update and upgrade.

Can someone list the correct commandlines I need to install 19.3?

Are you sure you clicked on the Refresh button to check for any new version of mintupdate and mint-upgrade-info.

I just opened Update Manager, I clicked Refresh, then checked Edit - no upgrade option.

Give us an overview of your sources.list,enter the following code into the terminal

OMG. It says 19.3 Tricia. Did I upgrade and not know it?

That S*CKS. This system currently that I have sticks and hangs up from time to time, its only about 2 seconds, especially when I use Firefox and Nemo. One day I got a message on the screen, "Firefox updated in background, please restart". Thats when it all began.

So I wanted to upgrade with a fresh clean install but when I put the USB in to do that, my computer just restarts endlessly. So, there you have it.
