Apps open up in panel but can't open them - MATE (SOLVED)

In MATE, for example I open Synaptic, it shows in the panel and asks for the password, but I can't open it, or maximize it. It just sits there and wont respond to close either.
Any solution?

How about if you run synaptic-pkexec ?

I keep rebooting and even re-installed.
It looks like it opens the apps in a screen to the left If that makes sense.
synaptic-pkexec did nothing.
I think it has to do with compiz, but not sure.

it turned out to be in the display settings. Forgot to mention I'm running an external HDMI monitor. If I put the laptop monitor inside the larger 24 inch one, it shows up!
