It seems as if your locale settings (keyboard encoding) interferes with the command and sends strange characters to the apt-get command.
To begin with, to make sure apt-get has not been deleted unintentionally, can you post the outcome of these:
And what is your keyboard layout:
Or if this doesn't work as expected (due to the above issue), you can check from "Menu > Pref > Keyboard > Layout".

Almost in bed, but I believe something more serious is going on here: it seems OP's system is interpreting the binary (i.e., an ELF-executable) as a shell script or at least, does not recognize
apt-get
as an ELF-binary. AFAIA a bona fide ELF-binary should start with 0x7F, 'ELF' and indeed his/hers doesn't seem to. Reparring that is also going to be non-trivial what with apt-get
itself affected and I should as said not be here currently, but just as a heads-up: this looks more involved...-

Your system is corrupted, and with corruption there's no telling what else may be damaged. This happened to me when I wanted to install opera-stable_68.0.3618.125_amd64.deb and code_1.46.0-1591780013_amd64.deb, it didn't install, it gave me error and after that apt-get doesn't work anymore.

I have apt 0.9.7.7 apt_0.9.7.7ubuntu5_i386.deb? apt_0.9.7.7ubuntu4_i386.deb? or apt_0.9.7.5ubuntu5_i386.deb? apt_0.9.7.5ubuntu5.5_i386.deb?
But I don't know what's the difference between the ubuntu4 and ubuntu5 suffix, as I don't use Ubuntu myself, sorry

it seens the executable apt-get command is corrupted and there is no telling what other are, too. So you should follow their advice, backup your personal files and do a clear install while formatting the partition on which Linux resides.

This happened to me when I wanted to install opera-stable_68.0.3618.125_amd64.deb and code_1.46.0-1591780013_amd64.deb, it didn't install, it gave me error and after that apt-get doesn't work anymore.

Just so you're aware, those other things you tried to install were 64Bit versions that are not compatible with your 32Bit Operating System. Your computer is 64Bit, so I don't know if you made a mistake downloading/installing the wrong ISO of Mint.
