How does one revert to the default settings for the mouse in Mint 21, Cinnamon desktop?
I changed the settings in the Mouse and Touchpad application and now the mouse doesn't work properly: for example, the pointer doesn't move vertical scroll bars and window close buttons don't respond to a mouse click.
Hoping it's possible to fix this without doing a re-install of the whole operating system. Maybe edit a config file??...although I don't know where such a file is located.

I don't think any mouse setting is responsible for e.g. a close button not to function.
Do you have another mouse to try ?
How about just rebooting ?
As far as a rest to default, don't know don't use Cinnamon, but 'maybe' dconf-editor ? I'll boot a cinnamon VM and have a look.

Yes the setting are stored in dconf-editor org.cinnamon.desktop.peripherials.mouse
But perhaps the easiest thing to do is show you a screenshot of a freshly booted Mint 21 Cinnamon .iso, mouse setting screen. Again I don't think that is your problem.

As rickNS I doubt, that the problem has something to do with mouse settings. To proof this is a matter of 2 or 3 minutes:
Open Users & Groups and create a new account for testing. Reboot and log into the new account. How does it appear there?
What you have in the test account are the default settings (for every user setting).

Thanks for your suggestions. I rebooted and tried another mouse, but the problem remains. I'm not able to create a test user because the mouse doesn't activate the "Add" button in the Users and Groups window.
I think I'll reinstall the OS and start afresh.

sudo adduser test

Another possibility for testing is booting a live system; more default can nothing else be.

Contrary to what has been said here, I faced that very same problem when I tried to change my mouse setting. There is something wrong with it. My mouse does not work properly after changing some settings, either.
