Hiyall,
I followed the Mint directions and it has worked previously but why not now?
I have a 4.5Mb jpeg of my granddaughters in school uniform (appears they go to St.Trinians).
I can't get it onto the Desktop.

In your graphical file-manager (Nemo / Caja / Thunar), right-click on the image file.
From the context menu select the action labelled as ...
+ Use as background image or
+ Use as wallpaper

Initially it didn't work until I figured out that I had to open the jpeg before it would work.
