What is best formatting practice for clean 1 TB NVME SSD make dualboot W10 and 21.1 cinn. ?

Live boot and use gParted or Disks?
Live boot and format half the SSD in NTFS and other half in EXT4?
Or first complete (GPT?) NTFS format and after W10 install make 2nd partition and format in EXT4?

Then install W10 first, reboot and install 21.1.

1. Install Windows 10.
2. Use its Disk Manager and split the disk into parts as you want. If you want to share different files in LM and Windows, you can leave one large partition at the end of the disk that is NTFS - readable by both systems.
The LM needs at least 100-200 GB to have storage space as well. It's a good idea to allocate about 50GB for Timeshift so you can restore your system if needed. It is enough to keep 2-3 backups.
3. IMPORTANT: Download Windows Update Blocker /WUB/, unzip it in Windows and run it. Block updates. This will save you problems because Windows on update will overwrite the boot partition and prevent you from running LM.
4. Run LM from a flash stick and select "something else" when installing.
5. Set the first free partition to / - ext4. The LM will be installed there.
6. Set the other partition /50GB/ to format - ext4. After installation, select it for Timeshift.
6. After the LM installation, it will boot. Open a terminal and run the command: sudo update-grub
7. Restart the system.
After the reboot you will see a menu to select the OS.
Good luck!

Note: You lose nothing from blocked Windows updates. I used Windows from 3.11 until today, never updated and never had any problems from that.

This is over-the-top. Windows will not overwrite the boot partition by merely installing updates. And if OP's going to use Windows to any extent, not installing updates is bad practice from the standpoint of system's security.
Risk of windows messing with EFI/ESP partition exists only in case of major upgrades from one version of Windows to another and that is minimal with modern UEFI-capable systems. In my experience Windows 10 upgrades from 2009 to 21H2 and then to 22H2 didn't have any impact on the ability of Linux to boot.

If you think with your head and don't visit gambling sites, adult content, crack sites and the like, you won't have any security issues with Windows at all. Anyway in the last 2-3 years MS has been creating more problems than security with their updates. If you don't believe me and haven't personally encountered the problems, look for information on computer security sites. MS is constantly writing patches for the patches... :evil:

Could two drives be an option? Windows gets a drive and can do whatever it wants with its own EFI system partition (ESP). Linux gets another drive and can likewise manipulate its own ESP. Both ESPs have their own UEFI boot entry.

I spotted a way you can install an additional SSD or ordinary hard drive inside a specially adapted DVD casing so you can have two hard drives in any laptop equipped with a DVD drive. Example below:
