updating from Mint 20.3 to 21 version

If I install Mint mate 20.3 from scratch can I come forward (via update utilities) to version(s) 21, 21.1, & 21.2 OR does the initial installation of 21 have to be from scratch ?

Am still having problem getting printer to be recognized and installed on the 21 versions but is recognized and installs fine on 20.3.

Found it, says that I can. Am going to get it a shot.

You can install 20.3 and upgrade but you're likely to get the same problem with the printer. It would be interesting to know if you do though.
What printer, how is it connected, what problem? Can it be seen at all on 21.1?

Why do you plan to install 20.3 and upgrade this? The first step would be a major upgrade and this is often not reliable and is very time consuming. So the logical step would be to install at once the wanted system, at least LM 21.0.

As I said, if I try to install the printer on a from scratch installation of 21.?, the printer will not install.

However, if I install the same printer on version 20.3, works fine every time, i.e. printer likes old version of Mint but not the newer version. Has something to do with improper dependencies being used by the newer version of Mint.

LM 20.3 is a fine version of LM. Well supported. In fact I run it myself and choose not to upgrade for reasons much like yours.

I have tried most all of the suggestions that I could find online for getting an HP Envy model 5530 to work under Mint 21 versions and all of them have failed. Am I at this point just beating a dead horse or does anyone else have any suggestions as to how to make this printer usable under Mint 21 ?

I checked again today and there seem to be a newer (than the one that was on there just a few days ago) version of HPLIP on HP's website, think I will give it one more try, cross your fingers.

Installing HPLIP version 3.23.3 fixed the problem.

Basically it fixed the dependency deficiencies that the previous versions of HPLIP was not able to, by first checking for an active internet connection and then downloading and installing all of the needed dependencies. A pretty long process. Only thing that I did not like about it was that it installs that HPSETUP utility which I don't prefer to have do the installation of the printer. I deleted that instance of the printer and setup it up again using Linux CUPS.

Now I have the printer working on Mint 21.1 version. So DON'T have to buy a new printer and can still use it on Mint 21. And this is in spite of the fact that my HP Envy 5530 is NOT found on HPLIP's listing of ALL SUPPORTED PRINTERS, under the section that lists 3.23.3 compatible printers.

Looks as if "perhaps" the squeaky wheel does get the grease or maybe HPLIP is just slow getting around to catching up with changes in Mint 21.
