I've noticed that LM 21.1 XFCE is locking the keyboard and mouse input to specific popup windows.
Eg - change your keyring password using: passwords and keys -> default keyring -> change password.
When the popup window below appears you cannot do anything else apart for type text into the window.
You can't grab a screenshot (keyboard shortcuts are blocked) and mouse clicks on anything else has no effect.
I believe this was done as a security measure, but how to disable this in a lab env where security is not a concern?

Is it Google Chrome (or derivatives) that is causing this and not Xfce itself?

It's the password/key manager of xfce itself.
chrome or other regular programs don't have the power to lock the mouse/keyboard to their windows. There's something else somewhere.
