CTRL-; bringing up emoji picker on login screen, but not when logged into Mint

Hello, while cleaning my keyboard this morning on the login screen, I noticed a few times an emoji keyboard popped up. Doing a bit of Googling, I finally hit on CTRL-; (control semicolon) as the key combination that was doing this, and I could replicate this consistently. The emoji picker popped up above the password field.

However, once I logged in to the Cinnamon Desktop, the key combinatino no longer works. I have tried it in Chrome, and in LibreOffice. I would most like it in Chrome so that I can continue with the emojicode course on Codacademy.

I did at some point install the KDE Desktop on top of my current system,then immediately regretted it, and I thought I had removed all KDE packages, but maybe this is a hangover of that.

But what I would like to do is to be able to use CTRL-; within Mint and have the emoji picker come up, no matter what application I am in.

ctrl+; (or right click and select 'insert emoji') will only work in some native gtk applications. More info here: https://itsfoss.com/ubuntu-emojis/ (better than I can explain)
