Why are there so many open pull requests on linux mint repos?

Because there are quite a few people who are more excited about improving LM software than the software developers themselves are.

Which repo are you talking about? Many repos don't have open PRs. The repos I looked at that do have open PRs have many with "[WIP]" in their title which means their developer is working on them; WIP = work in progress. Others have feedback from the Linux Mint team that needs their developer to make some changes on the PR before it can be merged. Others are very recent PRs and if not a bug will not be worked on right now because the team is in bug squash mode for Linux Mint 21.3 Beta.

I'm sorry you think the Linux Mint team aren't excited by or enjoy what they're working on, but that's nonsense.

I'm talking about cinnamon, because there are many open pull requests there that could be merged in.
