Q1. Is there some available away to enable android phone notifications to appear as Cinnamon DE notifications?
Q2. Is there some available way to enable notifications from other Mint workstations to appear on my primary laptop?
All of my mobile toys are "the latest" edition available of Android. I would like to enable my Cinnamon DE notices to include the notifications that happen at my phone or tablet or other Linux Mint workstations that are in my Home Office.

Unless someone posts back with better ideas, you could try KDE Connect. Not sure exactly what notifications you'll be able to get though and it would be through KDE (if it does work) rather than the DE.
Doing a quick search in F-Droid brings up a few nice things that may or may not work - at least they are less likely to be malware ridden (hopefully) than some other app repositories:

Although it might be worth looking for very recently updated software.
