You have given us zero information to work with.
Where are your full equipment details?
What version of VirtualBox are you using? How did you instal it?
Where are the settings that you created for your guest?

Your AMD Athlon(tm) 64 X2 Dual Core Processor 4400+ does not support hardware virtualisation, which is probably the cause of the error message.

In addition, if you only have 4GB of RAM then the chances of successfully running a successful VirtualBox guest are probably zero - you have to share that RAM between the guest and the host.
I know that Mint should run on 2GB of RAM, as should Ubuntu, but the chances of getting a workable guest with those figures is unlikely.

I am planning a build with the following.
Ryzen 5 8600G
32 GIG RAM
Hopefully I will have good Virtual Box experience.

^ Undoubtedly. If you need any help, just shout.
Your old computer would be OK for just running a Linux Distribution for low intensity work, but not for much else..
