I have an Envision usb-2.0 web cam that is not recognized by Skype in Mint LMDE. and got it to work by doing the following:
(1) install 'v4l2ucp' via synaptic
(2) launch v4l2ucp from Mint's 'preference' menu.
(3) open the 'preview' menu.
(4) open the sub menu 'configure preview'.
(5) in the 'application to use' window change the entry from 'mplayer' to 'skype' and click OK.
(6) reopen the main 'preview' entry in the v4l2ucp tool bar and click on 'start preview'.
If Skype starts you most likely will have a working web cam in Skype. Crude way to do it but it works for me and in many different distros.
