I am the only user and am the administrator.

When I log in as user a little error window reports:
Users $Home/.dmrc us being ignored. File should be owned by user and have 644 permissions.
I don't get the problem report when I log in as /root.

What do I do to correct the reported problem?

Run this command after you login as that user:

sudo chmod 644 .dmrc
