What exactly is the Plasma Desktop "failsafe session"?

What exactly is the effect of a plasma desktop "failsafe" session?
What does it do to (prevent, remove from) Plasma etc??

The KDE failsafe gets you into KDE with desktop effects disabled.

No expert just what I read and much like other distro fallbacks is Desktop effects.
As far as I know there is no loss of actual desktop features or functions.
