On a Linux Mint Debian Edition 201303 64-bit (clean install) with Cinnamon 1.8.8 there is an issue with Cinnamon Control Center.
The Cinnamon Control Center looks like this.
After opening the Screensaver & Lock Settings you get this. That window does not have all the options shown [url=http://img.netupd8.com/cinnamon-1.8-screensaver-settings.png]here[/url].
When the Cinnamon Control Center is started from the command line the following messages are printed, which suggest that the cinnamon-control-center package is missing:
