Have I downloaded the wrong version? The configuration is in my signature...

I downloaded this one:
linuxmint-16-cinnamon-dvd-64bit.iso
http://ftp.heanet.ie/mirrors/linuxmint.com/stable/16/

Should I have downloaded this one:
Petra Cinnamon Edition amd64 (build #201311261702)
http://community.linuxmint.com/iso/view/250
Dell Inspiron 15-7567 Gaming Laptop i5, 8GB Ram, 256GB SSD. - Win 10 Inhibited. Nvidia GTX 1050 Ti. LM 19.3 Cinnamon x2
Asus VivoBook F512FA-AB34, 8 GB Ram, Kernel 5.3.0-45-generic, i3-8145U. No Win10.

Try running (from the terminal): sudo /usr/lib/linuxmint/mintSystem/mint-adjust.py
then reboot and check again. Unless it has been changed in Petra, mint-adjust should be part of the mintsystem package.

That's how I feel. Even though I'm 95% sure that the only difference is an announcement on the main page and that the current stable won't change, it still happens sometimes. Sometimes last minute bugs are found and ironed out an the ISO has to be compiled again. So, I'm waiting for the main linuxmint.com page to announce LM16. I'm very excited though.. this is a new laptop for me and I've kept it Windows only for almost 5 months now, waiting for LM16 final to arrive. Finally, by tomorrow hopefully I'll have everything running like I did before!

Even though it says amd it runs on intel as well. Linux mint just calls 64bit amd64bit for whatever reason.

First BACKUP you home folder! this is relatively safe to do as far as i see but i can see how someone could bonk there system so be careful. First you need to put the LM16 sources/repos in yourhttp://hajimu.org/?p=3590 /etc/apt/sources.list.d or /etc/apt/sources.list. I put them in my /etc/apt/sources.list.d but it worked with /etc/apt/sources.list too but for some reason i had two less packages so i went with /etc/apt/sources.list.d(it will not let you put them in both atleast not for me I played around alittle like this to make it less likely to bonk my system)

use this tohttp://community.linuxmint.com/tutorial/view/62
After its done type in welcome screen and if it says Linux mint 16 petra your good.

Oh and it say Linux mint at the Grub menu now!

What are the differences between the 3? And which should you use if you want a standard complete upgrade from one version to another?

The first updates your package databases, the second most of your packages, the third all your packages (or I think it's that way).

So shouldn't the third be used for a complete version upgrade?

as far as I know you need to dot it step by step and follow the order :
apt-get update
apt-get upgrade
apt-get dist-upgrade

I downloaded the cinnamon 64bit ISO from stable ftp and still experiencing total freezes when trying to change, add or remove themes.
Same problem with RC. Hope they do a respin of the ISO with fixes before the final announcement.
