I was looking to add a location to my environment path but I don't have a file .bashrc
Why is that?

.bashrc is a hidden folder in your /home folder. You have to make hidden folders/files visible before you can see it.
You can open it in an editor with:
gedit .bashrc
or
kate .bashrc
depending on whether you are using KDE or Gnome.

the answer you are looking for is it was removed from elyssa. (gone from /etc/skel/)
you can add your own though.
the system wide /etc/bash.bashrc was modified quite a bit and the /etc/skel/.bashrc would add no value or revert some of the changes. so it was removed, hence no ~/.bashrc
