in /etc/apt/sources.list you can change occurences of archive.ubuntu.com to your local mirror.. for instance, here in Ireland we use: ie.archive.ubuntu.com
To find your mirror try source-o-matic: http://www.ubuntu-nl.org/source-o-matic/
