Hi.
I downloaded mint 17 mate several months ago, if I download it again now will it be the exact same file or will it contain all current updates? If it does contain the updates, how often recommended to download the new ISO?

It will be the same ISO as several months ago. Note though that one month after the initial release of the Linux Mint 17 Cinnamon and MATE ISOs, a "v2" respin of the ISOs was done: http://blog.linuxmint.com/?p=2662 (the KDE and Xfce ISOs already include these improvements). So if you have the pre-June 29th ISO for Cinnamon or MATE you'll want to download the newer one.
To be clear, the ISOs you can download now not changed since their release date--not including updates that have been released since then. A 17.1 release is expected in a few months. That will be:
1) A refresh of the ISOs to be used for new installations;
2) An opt-in upgrade for Linux Mint 17 users (you'll be able to upgrade in-place from 17 to 17.1, without reinstalling).

A good move. Saves large updates as the system ages for any fresh install.1) A refresh of the ISOs to be used for new installations;
All things go better with Mint. Mint julep, mint jelly, mint gum, candy mints, pillow mints, peppermint, chocolate mints, spearmint,....
