I am running mint xfce 4. I thought there was an option to open a folder as root - but I don't see that option. Do I need to turn this on somewhere? Or is there an additional package I need to install?

Re: Open as Root not available
Linux Mint XFCE 4 is Daryna and it doesn't have that option.
Linux Mint XFCE 5 is Elyssa and it does have this option.
If you want to add it you need to add a custom action.
Basic:
Name: Open Folder as root
Command: gksu Thunar %F
Appearance Conditions:
File pattern: *
Appears if selection contains:
Check only Directories
