At first I thought this occurred during the upgrade to 19.2, but now that I've downgraded back again I still have this issue.
Somehow my network manager has been disabled.
"Network Settings" only shows "Proxy" which contains no information. None of my Ethernet connections are not listed, nor is wireless.
I can't add them either, pressing the "+" only brings up OpenVPN, PPTP and Import from file.
At first I had no connectivity whatsoever, but dhclient -r and dhclient commands repopulated my ifconfig - which only showed a bond0 connection I was using successfully for months and lo. None of my other connections were listed and bond0 was not getting an IP address.
dhclient managed to get me an IP address and bring up my other connections, plus get me back online, but the Network Manager applet is still not showing anything.
Why did dhclient fail to start? What can I do about my Network Manager?

change the line managed=false to managed=true
Save, stop and start network manager:
It leapt to life immediately and is more or less working as before, although now there are some odd-looking entries.
I was trying to change DNS servers for my active connection and something I did must have disabled Network Manager because NetworkManager.conf showed "managed=false".
