Hi everyone!
Is it possible to upgrade the distro from 19.2 to 19.3 via the command line?
I already tried <apt dist-upgrade>, <mintupdate-cli> and <apt install mintupgrade> the latter of which says unable to locate package.
The reason I ask is that when I uninstall AMDGPU-PRO via the supplied uninstall script, it breaks my DM or DRM or WM or Xorg or something else and I am rebooted to tty. I'm hoping a dist upgrade will magically make Cinnamon work again.

I'd suggest to roll back the operating system changes with timeshift, assuming you set that up. If you didn't, make sure you have a backup of any important personal files before potentially making it worse.
mintupgrade is for upgrading between major releases (19.x to a future 20) and won't help you now. Upgrades between minor releases is done through Update Manager. That has a command line tool mintupdate-cli but it's not possible to upgrade to new minor release with that.
Looking through https://github.com/linuxmint/mintupdate ... upgrade.py and https://github.com/linuxmint/mintupdate ... de_root.py we can figure out roughly what Update Manager would do for upgrading from 19.2 to 19.3. Notably, it will ONLY upgrade packages installed from the Linux Mint repository (http://packages.linuxmint.com/list.php?release=Tricia) but that's not as simple to do by hand so you'll have to gamble upgrading everything won't make it worse (it hopefully shouldn't but IDK). I don't think doing this will fix your driver issue but okay.
1. Make sure your system is otherwise up to date—make sure to CHECK what apt upgrade says it will do before proceeding! Abort if in doubt and share photo here.
2. Replace the current official apt sources with the one for 19.3:

I think that's it. That is likely upgrading more packages than Update Manager would do for a 19.2 > 19.3 upgrade but hopefully it won't make the situation worse.
I still think rolling back with timeshift is the better option.

I looked through those upgrade scripts and get the impression that this is not the solution I'm looking for. My issue is probably more display manager/xorg related, not Cinnamon, and is probably further upstream with the Ubuntu repos, which don't appear to change with this release. I guess I'll just have to wait until Mint 20 before trying this again.
In the meanwhile I rolled back with Timeshift. However, I still want to find a way to get off the closed-source drivers because they break a key app for me. But that's a question for a different forum....
