Choose a different Mirror in Software Sources, then click 'Update the cache'.

I think that I can truethfully reassure you: you see a problem, where in fact there is no problem.
Linux Mint repos do not have the inRelease file, not LM 18.3, not LM 19.3, where I currently checked.
So in my case, when refreshing the local list of available software packages, I will read
Linux Mint only provides the file Release.
See the line below the [Failed] line.
No need to fiddle around with different mirror servers. The result will be the same.

See if that repo.skype.com/deb is in Software Sources, Additional repositories. If so, disable or remove it there.

I have had a problem with this for years when I uninstalled Skype. Some files stayed and they try to update. It was just a bother until recently now update gets stuck. I have to cancel to get out.
I do not know how to follow sleeper12's advice. "See if that repo.skype.com/deb is in Software Sources, Additional repositories. If so, disable or remove it there." Can you write it out so I can copy and paste into my terminal window?

It's not a terminal command. Just go to Menu, Software Sources, Additional repos or PPA's & see it it's listed there. If it is, you can either disable or remove it.

The error related to the repo.skype.com website could be a temporary problem. - It had not been visible in your screenshot. -
repo.skype.com hosts the Microsoft Linux installation packages for
+ Skype for Linux and
+ Teams for Linux.
It seems that this repo has not been available since Friday at minimum.
Switching your Mint/Ubuntu repo servers cannot have any positive effect on repo.skype.com.
As has been suggested already, either disable repo.skype.com using the Mint application "Software Sources" or remove it completely using the same application "Software Sources".

thank you sleeper12 I used update and it jammed. Then I followed your instructions found skype in software sources deleted it and now update does not jam!
